Policy Advocacy

Our policy advocacy efforts are rooted in education and outreach. By sharing research, resources, and real-world experience, we help policymakers, communities, and businesses understand what’s needed for effective source separation of organics (SSO), responsible organics management and effective compost use.

Our goal is to shape practical, informed policies that support clean feedstocks, reduce waste, and build healthy soils across Vermont.

Supporting policies that strengthen composting, soil health, and circular systems is a core priority for CAV.

We provide education and information to help shape policies that build a strong foundation for composting in Vermont—from incentives and standards to infrastructure and market development.

Key priorities for 2025-2030:

  • Promote legislation that incentivizes composting.

  • Support the development and refinement of standards and rules related to Acts 148 and 41.

  • Champion the expansion of composting infrastructure and markets.

  • Strengthen guidance, education, and enforcement to prevent contamination.

  • Encourage increased diversion of organics statewide.Help shape policies that create a strong foundation for composting in Vermont—from incentives and standards to infrastructure and market development.
